Agent Bulowski (first name currently unknown) teaches the Defensive and Pursuit driving tactics course at the FBI Academy in Quantico, Virginia. Chaz Villette got him to "scream like a girl" during a bootlegger reverse, costing Chaz a perfect score. [1]
